Nation's Schools Earn a "C" from Education Week Quality Counts

Education Week released the 22nd edition of Quality Counts this week. This first installment presents the annual “report card” that Education Week uses to grade the nation’s and the states’ education progress. I doubt that anyone will be surprised to learn that, overall, the nation earned a grade of C this year. While the grading criteria have shifted over time, the national average grade has not varied much since 1995. How do we get the schools out of neutral?
